Weather conditions. Abnormally warm weather persisted in the Northwestern, Central, Volga federal districts and in Western Siberia. It was cold in the Southern and North Caucasian federal districts on February 11-12, but warm weather set in after February 15.

Moisture supply. The Northwestern, Central, Volga federal districts received 10-25 mm of precipitation on February 11-20. Towards the end of this period, most parts of the territory were covered with 10-25 cm of snow. The lowest soil temperature at the 3-cm depth was primarily at -3…0°C. Precipitation rates in most areas of the Southern and North Caucasian federal districts were low (1-5 mm). Towards February 20, the fields were covered with 1-5 cm of snow. Winter grains in Western Siberia were under snow cover, with its height ranging from 25 cm to 30 cm. Owing to such snow cover, the occurrence of brief cold snaps posed no risk to winter grains.
