Russia bans rapeseed exports again

The russian government has renewed the ban on rapeseed exports, which will remain in effect until August 31, 2024.

“The decision will allow to ensure the utilization of domestic enterprises producing rapeseed oil, as well as to provide livestock farming with the necessary products of processing of this oilseed crop,” the russian government said in a statement.

The ban will not apply to exports to countries of the Eurasian Economic Union (EAEU), Abkhazia and South Ossetia (Georgian territories occupied by Russia). An exception was also made for deliveries by road and rail through the Zabaikalsk checkpoint on the border with China. In addition, the ban will not apply to supplies of rapeseed under international intergovernmental agreements and humanitarian aid to foreign countries.

Back in March 2022, Russia imposed a ban on sunflower and rapeseed exports, as well as quotas on sunflower oil and meal exports. As explained by the Ministry of Agriculture of the Russian Federation, such restrictions will help eliminate the risk of shortages and a sharp rise in prices for raw materials in Russia.

The ban on rapeseed exports was first introduced from April 1, 2022 to August 31, 2022, then extended several times. Unlike sunflower oil, rapeseed oil is not consumed much in Russia. It is mainly exported. Thus, the ban on rapeseed exports will, in addition, make it possible to process rapeseed entirely inside Russia and export high value-added products.
