Romania says it will allow imports of Ukrainian grain under government license
Imports of grain from Ukraine and the Republic of Moldova will be allowed only to Romanian farmers and processors under a license. Romanian Agriculture Minister Florin Barbu wrote about this on Facebook.
“Imports of grain from Ukraine and the Republic of Moldova will be allowed only to Romanian farmers and processors and will be possible only under a license. As we promised, we are protecting Romanian production and the work of Romanian farmers,” the minister wrote on Facebook.
The Romanian Ministry of Agriculture and Rural Development has also published a draft emergency decree establishing the legal framework for importing agricultural products from Ukraine or the Republic of Moldova. In fact, they have introduced a mechanism that allows Romanian economic operators to start importing four agricultural products: wheat, corn, sunflower seeds, and rapeseed.
The draft regulatory act stipulates that only Romanian economic operators operating in the following sectors of the economy may be authorized to import agricultural products from Ukraine or the Republic of Moldova: production of oils and fats, production of flour products, production of preparations for feeding farm animals, and animal husbandry.
The agricultural products that may be imported include wheat, corn, rapeseed or wild rapeseed, crushed or uncrushed, and sunflower seeds, crushed or uncrushed.
According to the regulation, an economic operator with its headquarters and operating points/points in Romania that intends to import agricultural products originating from Ukraine or the Republic of Moldova must apply to the Ministry of Agriculture and Rural Development for an import authorization. The basis for obtaining the permit may be documents confirming the need to replenish stocks or other reasons that will be verified by the authorities.
On the basis of the import authorization issued by the Ministry of Agriculture, the Romanian economic operator concludes an import contract with an economic operator licensed in Ukraine or the Republic of Moldova for the required quantity of the product, and the import operations are controlled by the Romanian customs authorities.
