New features for exporting agricultural products to China
The competent authorities of China for plant and animal quarantine have amended the procedure and internal inspection rules for reviewing applications for extension of exporters’ registration. In particular, this concerns the introduction of an additional internal audit to the procedure, as a result of which the registration period for enterprises, including Ukrainian exporters (corn, soybeans and barley), is extended to two months. The standard practice is for foreign competent authorities to submit information on company updates 1-2 times a year. Registered exporters will be able to export to China without hindrance. This will also help to avoid negative situations, such as delays in customs procedures and vessel downtime on the high seas.
The deadlines for submitting the Lists of companies planning to export barley, corn and soybeans to China and the lists of storage facilities from which such exports are planned to be made to the General Administration of Customs of China have been set. Starting from 2024, the competent authorities have set the following deadlines for companies to submit documents to the State Service of Ukraine on Food Safety and Consumer Protection
- until 29.07.2024 to form the List of persons planning to export barley to China and the List of storage facilities from which barley is planned to be exported to China;
- until 10/15/2024 to form the List of persons planning to export corn and soybeans to the PRC and the List of storage facilities from which corn and soybeans are planned to be exported to the PRC;
- from 17.12.2024 to 24.12.2024 regarding the need to adjust information in connection with changes in information about a legal entity already included in the Lists of Persons.
In order to comply with the Protocols of Phytosanitary and Inspection Requirements for the export of barley, corn and soybeans from Ukraine to China, it is necessary to provide information on the planned number of areas, fields and storage facilities for inspection and the number of plots to establish the status of a production site or production site free of pests by 20.05.2022
In order to comply with the Protocols, the Lists of companies are formed exclusively on the basis of documents confirming the conduct of inspections during the current year’s growing season.
Export consignments of barley should be formed only from the place of production or production area free from Tilletia controversa.
