Navy announces temporary corridors for ships to/from Ukrainian ports

According to the order of the Navigational Report of the Navy of the Armed Forces of Ukraine No. 6 of 08.08.2023, new temporary routes for civilian vessels to/from the Black Sea ports of Ukraine were announced. This is stated in the message of the Navy of the Armed Forces of Ukraine.

It is noted that the military threat and mine danger from the Russian Federation remains along all routes.

Earlier, these routes were already proposed by Ukraine in an appeal to the International Maritime Organization (IMO). The IMO Council recognized Ukraine’s right to free trade navigation, which is guaranteed by international maritime law.

The International Maritime Organization called on Russia to comply with international conventions and stop threatening merchant shipping in the Black Sea.

“These routes will primarily be used to allow civilian vessels staying in the Ukrainian ports of Chornomorsk, Odesa and Pivdennyi to leave since the beginning of Russia’s full-scale invasion on 24.02.2022. Only vessels whose owners/masters officially confirm their readiness to sail in the current conditions will be allowed to use the routes,” the statement said.

In July, the Cabinet of Ministers of Ukraine adopted Resolution No. 548 on the creation of an additional mechanism to guarantee compensation for damage that Russia may cause to charterers, operators or owners of ships.

The document stipulates that if an insurer refuses to compensate an operator or owner of a vessel for damage caused by Russia’s invasion of Ukraine, they may apply to the Ministry of Infrastructure for compensation within 90 days. Compensation can be received for the destruction or loss of the vessel, damage to cargo, costs associated with the elimination of environmental pollution, fines for environmental pollution or damage to the life and health of passengers or crew members.

It is also noted that the last ship with Ukrainian food left the port of Odesa on July 16. After Russia’s withdrawal from the grain deal, the aggressor state attacked the port grain infrastructure in order to stop Ukrainian food from entering world markets.
