Despite the recent statement of the Government that Kazakhstan does not intend to introduce a duty on grain exports, the document on its introduction is still being discussed in government agencies and business environment. According to the draft Order, which was presented to us by the participants of the grain market, on the discussion – the introduction of duty in the amount of $50.

As noted in the document, the order of the Minister of National Economy to approve the list of goods, in respect of which export customs duties are applied, is ordered to make changes. It is reported that the list of goods, in respect of which duties are applied, should be set out in a new edition.

The attached list of goods includes: wheat and meslin, rye, barley, oats, corn, rice, sorghum, buckwheat, soybeans, flax, rape and sunflower seeds.

In the section “Rate of customs duty in respect of exportation” the figure “$50 per ton” is stated. The term of the customs duty is “permanently”.

Referring to the recent statement of Serik Zhumangarin that the introduction of export duty on grain crops is not on the government’s agenda, the agency “APK Novosti” made an inquiry to the press service of the Deputy Prime Minister. Here’s what we were told:

“This is a draft document, developed as one of the proposals of the Ministry of Finance. The draft order, as well as the proposals themselves, is now being analyzed and discussed in government agencies and with the participation of the business community. After that, the proposals will be submitted to the IMC. Without going through all these procedures, ETP is not going to be unilaterally introduced”.

As reported, the intention to introduce an export duty on raw materials was explained by the search for additional sources to replenish the revenue part of the budget for 2024 and the stimulation of processing of raw materials inside the country.
