Black Sea Grain & Oil Trade – 2020: Harvest protection. How to increase the collection?

Mr. Lapa will talk about ways of preserving and increasing the yields during the vegetation and the latest methods of protection against pests.

Ukrainian agrarians have been behind the innovative development of plant protection systems for the fourth year. And the reason for this is the amendment adopted in the end of 2015 to the legislation on pesticides and agrochemicals on the mandatory need to confirm the state registration of pesticides in the country where they are produced, when importing samples of pesticides (ie a single sample of a single pesticide in very limited quantities) for research and state testing exclusively. This rule does not apply to the import of commercial consignments of pesticides and agrochemicals – the import of those is only allowed with state registration.

What does that mean in fact? That instead of simultaneous registration of pesticides in Ukraine and in the country of production, chemical companies are forced to wait for registration of pesticides in the country of production, and only then apply for registration in Ukraine, or not receive such drugs at all.

The country of manufacture of the drug against weeds, pests, diseases and crops that are in the country of destination of such a drug registration is impractical. Accordingly, Ukrainian farmers receive them 4-5 years later than their counterparts in other countries.

What’s the price of this decision to Ukrainian farmers and the Ukrainian economy? What do we see as a result? Billions of losses in the crop industry, more and more “old” drugs on the Ukrainian market, and that poses another threat – reducing the competitiveness of domestic agricultural products and increasing the share of counterfeit PPP, which leads to reducing the investment attractiveness of Ukraine, as the leading producers of original PPP were forced to reduce investment in research in Ukraine by more than 80%.
